Longding DC has failed: LDSU

ITANAGAR, Jan 08: The Longding District Students' Union (LDSU) has served a 10 days ultimatum to the state govt for redressal of its eight point demands failing which it threatened to launch democratic movement against the govt.
Addressing a press conference at press club here today, the Union expressed its deep discontentment over the administrative system of the district under present Deputy Commissioner, and demanded for latter's immediate transfer and an appointment of an IAS officer in his place for overall development of the district.
The Union alleged that the District Administration under the incumbent DC is completely failing in tackling various problems of district as the entire district is witnessing numerous law and order problems like thefts, robbery, rape murder etc. "Due to lack of proper ILP checking the criminals easily enter into the district and commit various crimes and get way easily without fear," claimed Nankem Wangsa, president LDSU, adding, there are traffic problems everywhere but no one bothers.
While claiming that exorbitant price rice in essential commodities were causing lots of hardships to the denizens of district particularly unemployed daily wage earners as the DA failed to regulate the same, the also stated that only an efficient administrator can solve all these problems.
Further, the Union alleged that due to inefficiency of the district administrator various centrally and state govt sponsored projects under MLALAD fund etc are not being properly maintained and monitored owing to which public of district are suffering.
The Union also expressed its resentment over the reported land allotment for setting up of a Petrol depot at the heart of Longding town and delay in disbursement of compensation package to the affected people of Kanubari to Longding under Trans Arunachal Highway.
Referring to other points in support of its demand like irregular BSNL service, deforestation etc, which it already submitted to the Chief Secretary, the Union reiterated state govt to replace the incumbent DC with an IAS officer for the overall development of district and greater interest of public of Longding.
AACWA urges state govt. to come clean on financial situation
ITANAGAR, Jan 08: The All Arunachal Contractor's Welfare Association (AACWA) has called on the state government to come clean on its financial position. The association claimed that since the end of the state assembly and Lok sabha elections, many of the local contractors are not getting payments from concerned department. They further added that situation directly affects the local businessmen and has therefore dried the local market too.
"If money will not circulate in the markets than how will the businessmen and local entrepreneurs survive as no customer will come to buy items," the AACWA stated.

ATA lauds Education Minister
ITANAGAR, Jan 8: The Central Executive Committee of the Arunachal Teachers Association (ATA) has lauded the initiative taken by Education Minister, Tapang Taloh, for intervening in the Eastern Institute of Integrated Learning & Management (EIILM) University, Sikkim problem for an early solution.
The EIILM University was recently in news when 200 students were on strike for nearly two weeks protesting against irregularities in conducting timely examination of final semester scheduled to be held on December 2014.
On being urged to intervene by the ATA on the problems faced by the students of Arunachal studying in EIILM, Taloh had called on his Sikkim counterpart for early solution to the problem. Consequently, now it is reported that the protesting students are being allowed to sit in their final semester examination by the University authorities as directed by the Sikkim govt, stated a release.

AALO, Jan 08: The two days Doubles Badminton Tournament was organized by Naya Aikya Club Kolkata from Jan 3 to 4 in commemoration of Late Pratim Das. Das was an 18 year talented upcoming badminton player who died on Jan 26 2014. Late Pratim was born at Bomdila, lived his infant life at Aalo and completed his secondary education from Tezu Govt. Higher Secondary School.
The tournament was inaugurated in presence of a mammoth gathering along with his family members, all Naya Aikya members and his fellow neighbours. Talking to this daily Ujum Perying informed that she volunteered to sit in for hunger strike as government has been delaying to initiate action in regards to APPCCE exam imbroglio. She further expressed joy over massive solidarity shown by people of Arunachal. "We can't keep on passing bucks when confronting corruption issue. Someone of us has to take initiative and whatever I am doing is for the benefit of the young generation," said Ujum.
Earlier appearing adamant on its demands, Consultative Committee Chairman Israel Perme denounced the government's direction to institute Special Investigation Team (SIT) to investigate the imbroglio. Perme questioned the government, why it is not speaking about moral and team responsibility of the Commission? Denouncing the government's alleged attempt to pacify agitating aspirants, he termed the SIT as a mere recomposed version of the government stand. On the government's decision to institute SIT on the matter, CC Chairman alleged that Chief Minister is eating his own words, saying that earlier CM himself was against SIT probe. Speaking on the occasion, Jarpum Gamlin stated that he is supporting the cause on individual capacity and it has got nothing to do with his political lineage. He urged aspirants not to budge until their demands are met. However he also advised them to keep option of talks open with the authorities. "This movement should be used to bring in systematic change in the way the commission functions. Once proper system is set up, it will pave path for better future. I also believe that demanding resignation will not solve the issue and instead everyone should work for cleaning up the system," stated Jarpum.
Senior journalist, Bengia Augung appealed the consultative committee members not to sell the issue and ensure that a logical conclusion arrives. ANSU General Secretary Gollo Nyanya, who also addressed the gathering, stated that such controversy surrounding APPSC has potential to damage the minds of the youth. "If this controversy drags on us, it will affect the lives of many youths and they can be easily misguided by such situation. Also people have to understand that Public Service Commission is not property of any individual and its sanctity will have to be protected at any cost," stated ANSU GS.
Meanwhile, All Arunachal Contractor's welfare Association (AACWA) has expressed its support with agitating APPSC aspirant candidates. Association has demanded state govt. to punish the culprits who are behind such illogical activities while sitting in APPSC office. That state govt. should not appoint the members on pick and choice basis due to which such big mistake occurs during APPSC exam, the association added.
The decision of young aspirant to go on hunger strike seems to have rattled state government as series of self explanatory press releases from state government and public service commission are pouring in. It looks like she has already won the first half of battle and only time will tell whether chairman and member will resign atleast on moral ground.

It further said no one should be in any doubt about the intention and commitment of the Commission in trying to solve this issue and move forward with the disrupted examination. The Commission has been working to bring in more transparency and professionalism in the functioning of the Commission and ensuring selection based on merit free of nepotism and political influence.
The state government has already appointed two senior APCS officers, viz: Controller of Examination and Deputy Controller of Examination to facilitate smooth conduct of the Combined Competitive Examination as early as possible.
The Commission hopes that the issue of 'leakage' and examination process will not be diverted ‘with defamatory allegations and new implications’ when it would be better for all to help in the investigation, and let the law take its own course.
Lastly, the release informed that the APPSC is not in a position to divulge the report of the Magisterial Enquiry as the matter is under investigation and it is a confidential document as well as property of the state government.
Highlighting the action taken by the Commission including serving of show cause notice, institution of magisterial enquiry and suspension of four officers/officials, the release said that a Special Investigation Team (SIT) has also already been constituted by the government for further necessary action.

The perpetual speeches by various speakers from the grand podium in the 72 hours hunger strike being launched today by Ujum Perying under the aegis of the Consultative Committee (comprised of APPSCCE aspirants) against Arunachal Pradesh Public Service Commission (APPSC) on a balmy Thursday at IG Park Tennis Court was echoing across Itanagar and caught attention of every passerby.

Needless to say her bold initiative leaves many organizations and unions with red face, who are on prowl to impose bandh call on slight dissension with people at the helms of affairs, but in reality so eager to come to the backdoor negotiation table.
The numbers that turned out in day first of Ujum's hunger strike is a testimony that
people in Arunachal are weary of taking on corruption and corrupt system unless they
get something out of it in return. Surprisingly, the participation of the students'
unions and civil society was miniscule, except for a few members from the All Nyishi
Students Union (ANSU) and Arunachal Law Students Union (ALSU). The so-

Politically affiliated persons have an excuse in some extent, as the issue may be diluted. But the rest, are they afraid to be noticed or named?

As matter of the fact, the magisterial enquiry recommendation is highly questionable. It has recommended taking action against four senior officers. Does it try to tell that Chairman and member secretary have no moral responsibility for whatever things went wrong? Or are they immune to the whole episode, even after it happened within their rooms?
Precisely, as far as the whole episode of paper leakage is concern, every member, be it the commission chairman or member secretary is equally responsible at least morally till the matter is further proved.
Now the slogan is to cleanse the system, and for systematic correction. Will the Governor, who has so far remained the silent Buddha on the issue, breaks his silence to intervene so that systematic correction is done at the earliest and faith reposed among the youths?
Administration at doorsteps of villagers
TEZU, Jan 08: A public outreach programme was organised by the Lohit district administration today at remote Bekhuliang village. The programme was conducted to provide services to villagers in their locality and to create awareness on programmes and policies of the State as well as Centre which are covered under various government departments and agencies.
Lohit Deputy Commissioner, Dr. BM Mishra supervising the programme said that many a time villagers are either less informed or ignorant about the plans and schemes of the Government due to which beneficiaries are do not benefit properly and are deprived. This programme is an endeavour of the district administration to provide proper knowledge and awareness to the beneficiaries directly, said the DC. Besides general administration, other departments like Horticulture, Agriculture, Block, Fisheries, Statistics, Veterinary & Animal Husbandry, ICDS, Medical, PHED etc also took part in the programme. Information on schemes and programs for public were disseminated by allied departments while Swachh Abhiyan was carried out by the PHE Department.
Checks ups and treatments were carried out by the Veterinary and Health Departments, while birth certificates, income certificates, STs and PRCs were also issued on the spot. The DC signed all the STs and PRCs certificates issued on the day to the villagers.

Responding to about half a dozen memorandums submitted by the village leaders enlisting their grievances, Byaling assured to take up all issues with respective authorities for urgent redressal.
Lohit all set to welcome Parshuram Kund pilgrims
WAKRO, Jan 08: The Lohit district administration has been conducting the annual Parshuram Kund Mela for the past many decades. Being one of the most significant pilgrimage site, Parashuram Kund sees lakhs of pilgrims every year, who come here braving all inconveniences, with great devotion and strong faith that a holy dip in the Kund on the auspicious day of Makar Sankranti rids one of all the accumulated evils and negativity.
For the past many years, the flow of devotees has continued unceasingly despite the
connectivity problems and lack of infrastructure plaguing the area, as there were
no bridges on the Naodihing and the mighty Lohit rivers. In fact many bridges on

As the Mela time is coming close, the district administration is visibly active and committed to conduct the Parshuram Kund Mela in a successful manner. Deputy Commissioner Lohit, Dr B M Mishra, has already chaired two coordination meetings to discuss and decide on actions to be taken and necessary arrangements to be made for organizing the Mela in a proper and smooth manner. Both the meetings were attended by public leaders, officers and officials of various government departments while also involving representatives of various NGOs. The DC, Lohit requested all agencies involved to put in concerted efforts to ensure completion of all arrangements well ahead of time. He further stressed saying "It is very important that we all must earnestly endeavor in ensuring a visitor and pilgrim friendly mela". Dr Mohesh Chai, MLA, Tezu also shared his views for making the event a successful one.
The Lohit Deputy Commissioner visited the Parshuram Kund five times to oversee the arrangements for the mela. He has addressed the need for proper arrangements for drinking water, medical treatment, and separate, clean toilet facilities for ladies and gents etc. The PHED and Health departments have started work in this direction. The shrines have been freshly painted, the stairs and railings repaired, and the maintenance of the roads leading to the pilgrimage site has been entrusted to the Border Roads Organization.
The District Urban Development Agency has taken up the charge of litter management and maintenance of the Bathing Ghat, Mela ground and the Shrine area. Proper arrangements for vehicle parking will be done by the Tourism department. The Arunachal Pradesh Police, along with its policing duties will also shoulder the responsibility of traffic management. The district police have so far maintained law and order with zero incidences in all preceding melas. The Rural Works Department will provide cabins for ladies and gents for changing of dress. Caution signboards are in place to address safety concerns. The Power department is working to provide uninterrupted electric power supply and the Telecom service providers have been requested to provide round the clock telecommunication facility.
Dakto Riba, EAC Wakro has been tasked with the responsibility of being the Mela Officer. Riba assured that meticulous planning, effective execution and timely completion of all tasks will be achieved and that the Lohit district administration will not flounder in the task of making the Parshuram Kund mela a grand success.
In addition to addressing the basic needs and comfort of the pilgrims and visitors, Dr Mishra also stressed the imperativeness of proper publicity to attract more and more people to benefit from the experience of being in this spiritually charged and vibrant place.
A guilt free conscience is needed for a healthy life and one can feel that places of pilgrimages like the holy Parshuram Kund definitely help people to regain a guilt free conscience thereby making life easier and the contribution of the Lohit district administration and all involved in such a service is truly noble.
Arunachal stalls become crowd puller at Delhi craft bazaar
NEW Delhi, Jan 8: Cane products like basket, bin, lampshades, Thangka paintings, local brocade headgears and other artifacts in two stalls from Arunachal Pradesh is drawing much attention from the locals and foreigners alike in the 15 days Dastkari Haat Crafts Bazar at Dilli Haat which started from January 1.

PASIGHAT, Jan 08: The cement concrete road construction of Pasighat township which has the completion period of a year is under rapid progress these days and is being targeted to wrap up the work before the dateline, as per sources from contractors. The construction work began from December last and is targeted to be finished by March or April 2015.
The PWD which is monitoring the CC Road construction has assured for quality road to which they said, the department won't compromise on quality. There has been demand from many quarters for quality monitoring on apprehensions over contractors duping the agencies and constructing low quality road which usually happens.
Meanwhile, the constructing agency and PWD has cited problem in the smooth construction as several people are violating the 'No Entry' notice where construction is on, and they have urged all to comply and follow the road diversion.

Border trade to boost NE economy: PPA
ITANAGAR, Jan 08: "Border trade has the potential to initiate the process of economic growth, enhancing local livelihoods and contributing to cross border confidence building measures," said PPA president Kahfa Bengia in a party meeting on 'International Border trade and Look East Policy'. For whatever reasons, he said, Indian border trade policies are painstakingly inadequate to cope with the inevitable changes in the demand structure in the North East region and neighboring countries. "This is in sharp contrast with China, which has pushed ahead with road constructions into Vietnam, Laos, Thailand and Myanmar and is also working on rail and waterways links as well. A range of studies on China indicate that provincial govts are effective actors on their national stage" Bengia observed.
While the Indian and Chinese political systems are undeniably distinctive, the Chinese approach to the devolution of diplomatic and regional development initiatives deserves serious scrutiny and understanding, he further observed.
While lauding the Governor of Arunachal Pradesh for giving emphasis on institutionalization of the traditional border trade practices of the state, Kamen Ringu, Chairman CWC, PPA stated, "with the birth of NITI Aayog with promises of equal rights to all the federal units in the country in policy framing at the Centre, the NE states should be substantively and meaningfully involved in the furtherance of Look East policy. He said "the NE states should be made active players in initiating linkages between the NE states and the neighboring countries in order to promote greater people to people exchanges. This step shall go a long way to curtail dependency syndrome of the NE states on the Centre for Central grants."

Through your esteemed daily, I would like to publish few words regarding Chief Minister Talent Award which was announced few years back.
The govt. of Arunachal Pradesh had announced to give a laptop along with cash amount
of Rs. 10000 only as an award to students of the class 10 and 12 who score above
60 percent. But unfortunately the concerned authority is delaying in giving the above
mentioned award. I myself was the topper of class 10 of Govt. Higher School, Yazali
in the year 2012-
Therefore, I request the concerned authority to do something to energize the brains of younger generation so that we may be able to see the better Arunachal.
